VERY CONFIDENTIAL: WE ASK YOU NOT TO DISCLOSE ITS CONTENTS UNTIL TWO YEARS HAVE PASSED
Today we take up the request you expressed at the last meeting held in the basement of the Café Lión on the calle de Alcalá in Madrid Spain, and we wish to satisfy it in a way we might call, using earthly terms or verbal expressions: UNOFFICIAL.
In a separate document we shall also answer some other question, but in such a way that you may freely disclose its contents.
First of all we must express our regret and sadness at having to descend to the point of losing ourselves in a tangle of explanations lacking in significance, when a series of more important values ought to be focusing the attention of earthlings. You must sense that when we take decisions we do so moved by very serious reasons, free of any character of revenge or of mere childish motives. You have understood very well that our only guide is Formal Logic, which we call AADOAUGOO, not because we dismiss the possibility that other viable logical languages may exist, but because this is the only one that has allowed us a coherent development and an objective grasp of scientific truth, to the extent that time and our Planetary framework have permitted.
Our attitude towards you must not therefore be considered a sanction on your conduct, but simply as our defence in the face of your motivations and forms of conduct towards us.
We believe you will agree with us on the truth of these facts:
We have repeatedly begged you not to bring into the course of the talks or the meetings allusions to past experiences concerning other supposed or real extraterrestrial beings.
On repeated occasions you accepted our request, behaving like a gentleman towards us, hospitably opening the doors of your gathering to us and focusing the discussion on our history, philosophy, science and technology as made known by us in the form of reports.
But on other occasions you also broke the tacit agreement, to the point of having publicly stated on certain Tuesdays that from then on the meeting would be devoted exclusively to our experience, without this being fully kept on all the following dates. Many times we went so far as to insist, warning you that the situation created was so embarrassing for us that we were seriously thinking of cutting off all communication, and as many times your reaction was to moderate for the first few days your activity harmful to us, only to relapse afterwards.
In reality you have never signed a written undertaking or sworn an oath promising to comply with our demands. You have committed no serious fault before us, since we have wished you to feel free to take any decision in this respect. But you did make that commitment to silence orally, and then failed to keep it, before your own brothers. We have even heard complaints about your fickleness. We warn you fraternally that your lack of responsibility may indeed lower your standing among your friends and relatives.
We repeat, then, that you have committed no fault before us, since, as we did not restrict your free will, your conduct may at most have violated the respect due to some friends or the entreaties of some beings not born on this Planet; but we also recognize the motives of that conduct, which lie hidden in the most concealed areas of your psyche. In our judgement there was no perverse intention, but rather an ardent desire to feel free of any formal commitment to entities outside your SELF.
But we too have been consistent in our conduct. On verifying again and again that your assertions that you had decided to avoid any kind of allusion to Saliano and other experiences, whose mention at the meetings hindered our objectives, turned within a few days into empty assertions, we took the decision of a conditional break.
Your verbal incontinence therefore obliges us to distrust your oral promises. Not because we believe you incapable of overcoming that defect, nor because we judge you capable of consciously breaking your pledged word. On the contrary, we have a well-defined psychic portrait of you which says a great deal in your favour as regards your honesty and independence of judgement. This is not flattery, since we have adopted the criterion of informing truthfully and judging with probity. We know, for example, that you suffer transitory states of amnesia which at times make certain forms of conduct impossible for you.
At the last meeting you stated for the umpteenth time your intention not to mix extraneous elements into the course of the meetings. What guarantee do we have that this intention will become a reality, if previous intentions were quickly forgotten?
This time, then, we wish to wait for it to be fulfilled. If after four weeks this promise is kept, we see no objection to continuing to send you our reports. We shall, however, require the recipients of our reports to provide you with a copy of them.
But our respect and deference for your person forbid us to refuse to answer your three formal requests. To the extent that we are able to answer them: Here they are:
The request to continue receiving our reports will therefore be satisfied depending on your respect for our request.
You also ask us to let you know what experience we were referring to when we indicated your possible suitability.
Over these months you will have observed that on this point we have adopted an attitude you will perhaps call sibylline.
We do not like esoteric postures. When our paragraphs or our telephone conversations contain a marked reticence, veiled reserve or evasive attitude, there are two kinds of motive behind these mental restrictions:
Caution for reasons of defence, or to avoid greater harm to our earthly brothers by unveiling the truth.
Mental reserve in the face of the temptation to disclose, or simply to formulate, an assertion not definitively proven, or in the process of revision and study.
It is precisely this last kind of motivation that has obliged us to be cautious before giving you the pertinent clarifications. Earthlings are generally very prone to adopting as truths concepts that are still in an embryonic state of resolution. We fear (with a high probability that this fear will be confirmed) that you will misinterpret the clarifications that follow. Each of them is qualified by the criterion that we cannot guarantee its soundness until it has been definitively verified. Therefore, although on this matter you would surely wish us to be much more explicit, we confine ourselves for the moment to sending you a very condensed summary of our investigations. Bear in mind that in reality we have devoted neither too much time nor excessive interest to this matter.
It is precisely this summary which, WITHIN THIS REPORT, WE MOST WISH TO REMAIN UNDISCLOSED UNTIL ITS DEFINITIVE FORMULATION IS CORROBORATED BY OUR STUDY. We EARNESTLY beg you not to make it known to your brothers (friends and relatives).
When we established contact with you, a single motive led us to do so. We discovered that in your allusions to that mysterious being you call Saliano you referred to some words spoken by him, behind which a rapid analysis revealed a coded message, known to all of us who have reached a technological level enabling us to travel beyond the limits imposed within the phenomena and physical laws of a three-dimensional spatial framework.
This surprised and violently shook us. You were a person unknown in the field of earthly science and thought, a humble writer, though brave and of independent judgement, within a country internationally considered one of the most backward in Europe and ruled by a government of immobilist dictatorial structure linked to Nazi-Fascist totalitarian experiences. That is, suffering the pressures that prevent all technological, scientific and ideological development, since all the great intellectuals of the country are in exile or, like García Lorca, died at the hands of the oligarchs.
This internal situation of the beautiful country of Spain was not unknown to us; that is why our early contacts left it aside, since, although you may not be fully aware of it, the intellectual and scientific level of that Nation lags far behind others with smaller populations and fewer resources, but with more balanced socio-political structures.
That a Spaniard should have contacts of this nature was therefore surprising to us, since we expected that other possible visitors to Earth, on establishing relations with its inhabitants, would do so as we did, with personalities from Nations more advanced in the Social and Scientific field.
Not that such contacts were unthinkable, but their probability showed a very low index.
Could another explanation be found? Of course various hypotheses were considered. Those words spoken or written by “SALIANO” that contained the latent content of the message did not in reality bear such an intention. The message, although long, might be the fruit of chance. This hypothesis, however, has always been difficult to accept, since the calculation of probabilities shows how unlikely such an occurrence is.
It might be expected that you knew that message and tried to mask it in a linguistic garb decipherable only by a specialist in cryptography, who could be none other than an extraterrestrial.
All this led us to you. That is why we subjected you to a series of long tests, interception of conversations and surveillance of your movements. We soon became convinced that the second hypothesis could be rejected. The first remained standing, along with eight others that we omit as being of little importance.
But an important factor completely obscured the identity of the mysterious beings you personified under the name of SALIANO. We of course rejected the idea that in this case, as has happened with the others, it was a mere practical joker. Not exactly because of the portentous experiences you have witnessed, for these are not accessible to us and might be: Either your invention, or the product of a psychopathological syndrome, Or the consequence of hallucinations, a paramnesic effect, or a simple joke organized by your relatives with the help of resources offered by conjuring and illusionism.
We repeat that the account of such surprising phenomena of a metapsychic, parapsychological or transcendent character was received by us with the most prudent reserve and distrust. For we had no proof of them, nor did the way they were related in your writings give us grounds for accepting their soundness.
But the message was there, enclosed in the sequence of some apparently futile words of the Spanish language, or as if, apart from that message, they enclosed another symbolism that we neither wish nor care to unravel.
But what -we repeat- overshadowed that experience of yours was precisely the train of accounts and assertions accompanying it.
The information concerning other Planets already seemed inadmissible to us then. A verifying study leads us now to assert to you that such Stars DO NOT EXIST IN OUR COSMOS, not even in a similar structure. Moreover, the train of aberrations and contradictory assertions is so evident that we ourselves are astonished that you, who possess an intelligence above the earthly standard, should ever have given any credit to their manifest content.
We were telling you that for the moment we do not think it appropriate to dwell further on the course taken by our investigations, which started from two apparently irreconcilable facts. The REAL coded message, and the range of apparent absurdities whose manifest content was to be rejected and whose possible latent or symbolic content had to be treated with exquisite care.
Our present conclusions can be summarized for you as follows. (After analysing various pieces of evidence, some of which you are unaware of).
In the year 1946 beings arrived on Earth from the OOYAA (PLANET) which we coded in the earth year 1966 as OOYAAUYIEE WEE, situated in the physical three-dimensional framework accessible by a direct route, 96.885 light years from EARTH and 107.4443 light years (Earth unit) from our UMMO.
That we have never received a message from that planet by way of electromagnetic or gravitational vibrations.
That the objective of the very few individuals who are on this planet (Between 13 and 9 OEMII) is exclusively to carry out psychic and parapsychic experiments with earthly OEMII, without wishing access to other branches of the earthly cultural complex.
That their technological level is lower than ours and higher to a great degree than the earthly one. But that the field of psychology is much more advanced than ours, and they attach great importance to artistic manifestations accessible by the acoustic (music and speech) and gustatory routes.
That they have a very peculiar Philosophy, monotheistic like ours, but a non-universal moral code, according to which it is valid only for the OEMII dwelling on their planet. Considering it ethical and permissible to carry out all kinds of experiments with beings foreign to their star.
That such a Morality would make them very dangerous for you and other Planets visited, were it not that their present objective seems to be to create in the OEMII investigated some UIIORAA EUUNNA (an abnormal psychic framework, foreign to everyday experience) in order to observe the reactions of the subjects submitted to such an experiment and thus get to know their psyche. This technique is known to us, but in a very rudimentary degree.
That thanks to you, D. FERNANDO SESMA MANZANO, we have been able to establish contact with one of these beings, resident at the date of our only two interviews (December 1966) in MADRID SPAIN.
In them they showed themselves:
Anxious to rid themselves of any future contact or collaboration with our brothers of UMMO.
They confessed to having a direct connection with the experience: “SALIANO”, lived according to them by several men of EARTH.
Their identity as extraterrestrials is beyond doubt, but the attitude adopted by the only OEMII we mentioned to you, in trying to draw us into their experimental techniques so as to turn us too into mere guinea pigs, did not succeed.
We made a formal commitment not to interfere with each other in the study experiments we are carrying out, even though their way of acting towards earthlings seems immoral to us. We keep this commitment without any guarantee that they will be faithful to it.
All this, as you see, requires on our part an attitude of extraordinary reserve, for although such OEMII exist and their origin has been verified independently of their oral testimony, to what extent have they told us the truth in their other assertions?
We know that such UUIORAA EUNNA experiments are really carried out, and we judge them immoral as they are conducted, but as we understand that they do not cause serious disturbances and that they are, after all, free to reach scientific truth by their own methods, we prefer not to interfere.
We can tell you nothing more now. Months ago we did not even know of their existence and could assert nothing about it. Even now certain points are still murky to us, and moreover we must keep unavoidable commitments. We ask you not to request more data from us. Be certain, D. FERNANDO SESMA, that the preceding paragraphs contain the part of the truth that we can offer you. But, what is more, although we know much more than all this, being more explicit would hinder our investigations.
A request which will seem futile to you but which is of GREAT IMPORTANCE and is the advice of true friends.
You will observe that whenever a message is confidential we warn you of it in a heading, but of course such reserve is a serious request. You can disregard it, and in doing so you would cause us harm: but YOU CAN DO SO.
In this case we advise you to keep the strictest secrecy. Although it is not advisable, if despite our recommendation you decide to inform a very close friend or a relative of the utmost trust, do so under the following conditions:
On handing over this report, ask him to read it without moving his lips, and tell him casually that it is a report from UMMO on a fictitious subject (zoology of our planet, etc.)
MAKE NO VERBAL COMMENTS.
If you do not wish to burn it, which would be most prudent, keep it in a very opaque envelope wrapped in tin or lead foil, or (if you have none) a sheet of thick CARDBOARD, and in a VERY SAFE place, if possible outside your home.
If you wish to read it again, do so in an open space, GARDEN, COUNTRYSIDE, TERRACE. (NOT IN YOUR HOME, or in THE STREET).
Do not ask us the technical reasons: You must suspect them.
PERHAPS YOU WILL NOW ALSO UNDERSTAND ONE OF THE FACTORS OF OUR CONDUCT REGARDING EARLIER “EXPERIENCES” OF YOURS.
WE REPEAT, D. FERNANDO SESMA, THAT THE ADVICE WE HAVE GIVEN YOU REGARDING THIS DOCUMENT MUST CONTINUE TO BE CONSIDERED BY YOU AS EXTREMELY SERIOUS and worthy of being ACCEPTED. You made a last request to us concerning that stone from space which was also analysed in a work by the Spanish Catholic priest Machado.
We do not know the origin of that stone. We have not been able to have it in our possession to analyse its composition, which would have shed some light for us.
The signs appearing on it are not WAAMOO, that is, COSMOLOGICAL, at least within the area of our knowledge. But they could undoubtedly come from an extraterrestrial civilization, just as it could be a fraud.
We have had this matter in mind for study for some time, without having been able so far to carry out the analysis.
So we know much less about that rectangular stone than you do.
